Foundation sectors of the economy provide the essential goods and services for everyday life, such as utilities, food processing, retail and distribution, health, education, welfare, social care, and infrastructure provision. While we rely on the services they produce, it is often difficult for people working in these sectors to improve their incomes and quality of life. There is however clear evidence that provision of good job progression opportunities can help tackle in-work poverty, boost low productivity and encourage employers to fulfil their civic role by investing in their local communities and workforce. In this assignment we are identifying effective job progression models and how they might be usefully applied in foundation sectors, starting with the care sector.
