- John Tizard, Independent Strategic Advisor and expert on public service markets
While Wales is considerably less exposed to large scale private provision of public services compared to England, the Carillion case affords a moment for all those concerned with commissioning and delivering public services in Wales to reflect on procurement and outsourcing as innately political and strategic decisions.
