Mae\u2019n cynnwys arweinwyr awdurdodau lleol a phrif weithredwyr yng Nghymru, ynghyd ag arbenigwyr annibynnol, dan gadeiryddiaeth cyn-gyfarwyddwr Canolfan Polisi Cyhoeddus Cymru, yr Athro Steve Martin.<\/p>\n\n\n\n<p>Yn dilyn cyhoeddi ei bapur safbwynt cyntaf ym mis Mehefin 2025, mae'r gr\u0175p wedi bod yn ystyried rhai o'r newidiadau strwythurol a diwylliannol a fyddai'n cefnogi datblygiad model gweithredu mwy cynaliadwy ar gyfer cynghorau yng Nghymru.<\/p>\n\n\n\n<p>Mae ail bapur safbwynt y gr\u0175p - <strong><em>Sylfeini ar gyfer datblygu<\/em><\/strong><strong> <\/strong><strong><em>model newydd o lywodraeth leol yng Nghymru<\/em><\/strong> - yn crynhoi cyd-destun y trafodaethau hyn ac yn mynegi safbwynt neu set o gynigion ar sut mae llywodraeth leol yn cael ei hariannu; sut y gall cynghorau ddatblygu model gweithredu newydd; a'r newidiadau i'r gweithlu, yr arweinyddiaeth a'r diwylliant sydd eu hangen ar awdurdodau lleol i gyflawni newid.<\/p>\n\n\n\n<p>Mae tystiolaeth annibynnol wedi'i chynhyrchu i gefnogi trafodaethau'r gr\u0175p. Mae adroddiad yr Athro Kevin Muldoon-Smith <strong><em>Sylfeini ar gyfer datblygu model newydd o lywodraeth leol yng Nghymru<\/em><\/strong><em> <\/em>yn cyflwyno fframwaith dadansoddol ar ddiwygio cyllid llywodraeth leol yng Nghymru sy'n asesu gwydnwch ac ymreolaeth system gyllid llywodraeth leol, gan amlygu cyfleoedd clir ar gyfer diwygio. Mae trafodaethau'r gr\u0175p ar ddatblygu model gweithredu newydd wedi'u llywio gan bapur gwaith Rob Ashelford,<strong><em>Trawsnewid llywodraeth leol yng Nghymru<\/em><\/strong>, a chrynodeb o'r gweithdy.&nbsp; Mae'r papur gwaith yn cyflwyno ymchwil i'r dystiolaeth ynghylch trawsnewid llywodraeth leol ac yn cynnig argymhellion ar sut y gallai llywodraeth leol yng Nghymru ymgymryd ag ymarfer trawsnewid sy'n arwain at ddyfodol mwy cynaliadwy. Mae crynodeb y gweithdy yn profi dilysrwydd yr heriau sy'n wynebu awdurdodau lleol ac yn archwilio rhai o'r atebion arfaethedig gyda rhanddeiliaid allweddol yn y sector.<\/p>\n\n\n\n<p>Rydym hefyd wedi cyhoeddi papur cefndirol Canolfan Polisi Cyhoeddus Cymru<em>, <\/em>sef y<em> <strong>Gweithlu, diwylliant ac arweinyddiaeth ar gyfer llywodraeth leol y dyfodol<\/strong><\/em>, sy'n rhoi darlun manwl o'r dystiolaeth ar draws y tri maes hyn i nodi cyfleoedd i wella a diwygio yng Nghymru.<\/p>\n\n\n\n<p>Mae'r Gweithgor yn datblygu gweledigaeth ar gyfer dyfodol llywodraeth leol yng Nghymru, ynghyd \u00e2 chynigion i gefnogi ei chyflawniad, a fydd yn cael eu cyhoeddi'r gwanwyn\/haf hwn.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mae Canolfan Polisi Cyhoeddus Cymru, ar y cyd \u00e2 Chymdeithas Llywodraeth Leol Cymru, wedi galw gweithgor annibynnol ynghyd i sicrhau llywodraeth leol gynaliadwy ar gyfer y dyfodol.
