Mae'n cynnig disodli'r model dadreoleiddio a gyflwynwyd gan Ddeddf Trafnidiaeth 1985 \u00e2 system 'ailreoleiddio', gan roi'r p\u0175er i Weinidogion Cymru a Trafnidiaeth Cymru (TrC) ddylunio a chomisiynu rhwydweithiau o wasanaethau bysiau ledled y wlad.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Gofynnodd Llywodraeth Cymru, ar y cyd \u00e2 Trafnidiaeth Cymru, i Ganolfan Polisi Cyhoeddus Cymru ddarparu tystiolaeth ar ffactorau llwyddiant allweddol wrth gontractio a dyfarnu masnachfreintiau bysiau. Bydd yr ymchwil yn cyfrannu at ddatblygu is-ddeddfwriaeth o'r Bil Bysiau sydd ar y gweill a gwaith parhaus Trafnidiaeth Cymru i roi&nbsp;masnachfreinio&nbsp;bysiau ar waith.\u202f&nbsp;<\/p>\n\n\n\n<p>Nod ein hymchwil yw ateb dau gwestiwn cyffredinol:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Ym maes\u00a0masnachfreinio\u00a0bysiau, pa arferion neu nodweddion contractio a dyfarnu sy'n dangos addewid o ran cyflawni'r gwelliannau ansawdd a'r canlyniadau polisi a ddymunir ar yr un pryd \u00e2 sicrhau gwerth am arian?\u00a0<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Sut gall contractio, gan gynnwys cymhellion, helpu i alluogi: newid dulliau teithio drwy gynyddu nifer y bobl sy'n defnyddio bysiau; sero net; integreiddio trafnidiaeth; a lleihau tlodi trafnidiaeth?\u00a0<\/li>\n<\/ol>\n\n\n\n<p>I archwilio'r rhain, cynhaliodd Canolfan Polisi Cyhoeddus Cymru gyfres o wyth sesiwn 'tynnu sylw' at dystiolaeth gyda swyddogion Llywodraeth Cymru a&nbsp;TrC&nbsp;rhwng mis Mawrth a mis Mai 2025. Roedd y rhain yn cynnwys pum astudiaeth achos sy'n seiliedig ar ymarfer a chanolbwyntio ar dair her polisi, gan ddefnyddio arbenigedd academaidd ac ymarferwyr o bob rhan o'r DU ac yn rhyngwladol.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Rydym wedi cyhoeddi tri chanlyniad allweddol o'r ymchwil:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Prif adroddiad<\/strong>; sy'n crynhoi prif ganfyddiadau'r sesiynau tynnu sylw;\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pedwar papur gwyntyllu wedi'u hysgrifennu gan arbenigwyr<\/strong>\u00a0sy'n cynnig gwybodaeth fanwl wedi'i theilwra i gyd-destun Cymru a;\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Casgliad o \u2018gipolygon\u2019 o astudiaethau achos rhyngwladol;<\/strong>\u00a0yn cofnodi dulliau contractio a dyfarnu gwasanaethau bysiau a'r gwersi allweddol a ddysgwyd.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Fel y dengys y dystiolaeth a gasglwyd drwy'r prosiect hwn, mae amrywiaeth o ddulliau o dendro a chontractio gwasanaethau bysiau yn bodoli ar draws systemau trafnidiaeth gyhoeddus yn y DU ac yn rhyngwladol. Yn hytrach nag ailadrodd modelau presennol i ddatblygu&nbsp;masnachfreinio&nbsp;bysiau yng Nghymru, mae'r dystiolaeth yn tynnu sylw at yr angen i Lywodraeth Cymru a&nbsp;TrC&nbsp;wneud y canlynol:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Datblygu dull\u00a0masnachfreinio\u00a0bysiau sy\u2019n unigryw i Gymru gan ddefnyddio arferion gorau rhyngwladol;\u00a0<\/strong>\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Hwyluso proses bontio i\u00a0fasnachfreinio\u00a0bysiau sydd wedi'i chynllunio a'i rheoli'n dda<\/strong>\u00a0a fydd yn gofyn am y canlynol: 1)\u00a0<strong>ymgysylltu helaeth ac ystyrlon<\/strong>\u00a0\u00e2 gweithredwyr i harneisio eu gwybodaeth fasnachol, a 2)\u00a0<strong>parhau i feithrin cymhwysedd\u00a0TrC\u00a0fel\u00a0rheoleiddiwr\u00a0bysiau\u00a0<\/strong>ac awdurdod canolog, gyda digon o amser, adnoddau a chymorth i gyfateb i raddfa'r her.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Datblygu model\u00a0masnachfreinio\u00a0bysiau clir a chydweithredol wedi'i ategu gan lywodraethu cadarn sy'n gallu addasu a gwella'n barhaus.<\/strong>\u00a0Pwysleisiodd arbenigwyr bwysigrwydd y canlynol: (1) datblygu partneriaethau dibynadwy gyda gweithredwyr drwy ymgysylltu parhaus, a (2) datblygu contractau a threfniadau llywodraethu clir sy'n osgoi gormod o ffurfioldeb a\u00a0gor-reoli.\u00a0<\/li>\n<\/ul>\n\n\n\n<p>Y prif argymhellion arbenigol mewn perthynas \u00e2&nbsp;masnachfreinio&nbsp;bysiau yng nghyd-destun sero net, cynyddu symudedd gwledig, a mynd i'r afael ag anfantais drafnidiaeth oedd:&nbsp;&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Gwneud teithio ar fysiau yn fwy deniadol er mwyn cynyddu nifer y defnyddwyr ac annog newid moddol i drafnidiaeth gyhoeddus.\u00a0<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Sefydlu gweledigaeth strategol glir - gan gynnwys nodau, pwrpas ac egwyddorion - i lywio'r gwaith o gynllunio a gwneud penderfyniadau.\u00a0<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Gwella dyluniad ac integreiddiad y rhwydwaith i gefnogi teithio di-dor ar draws dulliau trafnidiaeth confensiynol ac anghonfensiynol.\u00a0<\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>Asesu amodau lleol ac anghenion defnyddwyr ar draws grwpiau ac ardaloedd daearyddol i dargedu adnoddau lle mae eu hangen fwyaf.\u00a0<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li>Sicrhau sefydlogrwydd ariannol i weithredwyr, gan gynnwys mesurau i wella\u00a0fforddiadwyedd\u00a0gwasanaethau bysiau.\u00a0\u00a0<\/li>\n<\/ol>\n\n\n\n<ol start=\"6\" class=\"wp-block-list\">\n<li>Datblygu partneriaethau i oresgyn ansicrwydd yn y sector.\u00a0<\/li>\n<\/ol>\n","protected":false},"excerpt":{"rendered":"<p>Mae'r Bil Gwasanaethau Bysiau (Cymru), a gyflwynwyd i'r Senedd ym mis Mawrth 2025, yn nodi newid sylfaenol yn y ffordd y mae gwasanaethau bysiau'n cael eu cynllunio a'u darparu yng Nghymru.
