Mae\u2019r Marchnadoedd Carbon Gwirfoddol hyn yn cael eu hystyried fwyfwy fel adnoddau i gefnogi nodau hinsawdd, i adfer ecosystemau ac i ddarparu manteision ehangach o ran datblygu cynaliadwy. Ar yr un pryd, mae heriau\u2019n codi yn eu sgil o ran uniondeb, perfformiad ac ychwanegedd.<\/p>\n\n\n\n<p>Mae Llywodraeth Cymru wedi gofyn i Ganolfan Polisi Cyhoeddus Cymru ddarparu tystiolaeth ar sut mae gwledydd eraill wedi datblygu polis\u00efau, cynlluniau a rheoliadau perthnasol er mwyn llywodraethu Marchnadoedd Carbon Gwirfoddol yn well, a dangos sut y gellid rhoi\u2019r gwersi hyn ar waith yng Nghymru. Comisiynodd Canolfan Polisi Cyhoeddus Cymru LSE Consulting, gan ddefnyddio staff o Sefydliad Ymchwil Graham ar Newid Hinsawdd a\u2019r Amgylchedd, i adolygu dulliau rhyngwladol o adnabod opsiynau polisi.<\/p>\n\n\n\n<p>Gofynnwyd i ni edrych ar y canlynol:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Sut mae llywodraethau eraill wedi datblygu polis\u00efau, cynlluniau a rheoliadau ar gyfer marchnadoedd carbon gwirfoddol, gan gynnwys egwyddorion uniondeb, integreiddio \u00e2 dulliau datgarboneiddio, ffyrdd o ddileu ac osgoi nwyon t\u0177 gwydr, cyfrif am unedau masnachol a darparu cyd-fanteision.<\/li>\n\n\n\n<li>Risgiau a chanlyniadau anfwriadol Marchnadoedd Carbon Gwirfoddol, a strategaethau i\u2019w lliniaru.<\/li>\n\n\n\n<li>Sut y gallwn roi\u2019r gwersi a ddysgwyd mewn gwledydd eraill ar waith yng Nghymru, yn unol \u00e2'r nodau hinsawdd a llesiant.<\/li>\n<\/ul>\n\n\n\n<p>Mae ein hadroddiad yn cynnwys dadansoddiad o bedair astudiaeth achos \u2013 Awstralia, y Ffindir, Portiwgal a\u2019r Alban - ac yn adlewyrchu strwythurau llywodraethu amrywiol, aeddfedrwydd y farchnad, a\u2019r potensial ar gyfer mesurau lliniaru ar y tir.<\/p>\n\n\n\n<p>Mae\u2019r achosion yn tynnu sylw at yr amrywiaeth o ddulliau amrywiol a ddefnyddir wrth ymdrin \u00e2 Marchnadoedd Carbon Gwirfoddol ac yn dangos beth yw\u2019r gwersi cyffredin a ddysgwyd:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Gall Marchnadoedd Carbon Gwirfoddol ddarparu cyllid ychwanegol ar gyfer gweithgareddau lliniaru, yn enwedig ym maes atafaelu carbon ac adferiad byd natur, ond ychwanegu at leihad allyriadau domestig yw\u2019r bwriad nid eu disodli.<\/li>\n\n\n\n<li>Mae pwyslais cynyddol yn cael ei roi ar gyd-fanteision amgylcheddol, lle rhoddir ystyriaeth i farchnadoedd carbon a natur ar y cyd.<\/li>\n\n\n\n<li>Llywodraethiant cadarn, integreiddio \u00e2 pholis\u00efau sy\u2019n ymwneud \u00e2 defnydd tir, dangos ychwanegedd clir ac osgoi cyfrif ddwywaith.<\/li>\n<\/ul>\n\n\n\n<p>Mae\u2019r briff polisi cysylltiedig yn crynhoi\u2019r gwersi ymarferol ar gyfer sut gall Cymru ymgysylltu \u00e2 Marchnadoedd Carbon Gwirfoddol i ddatblygu eu nodau newid hinsawdd a natur, a hynny wrth gyd-fynd \u00e2 Deddf Llesiant Cenedlaethau\u2019r Dyfodol (Cymru) 2015 ac ymrwymiadau net sero Cymru. Mae\u2019r blaenoriaethau allweddol yn cynnwys integreiddio Marchnadoedd Carbon Gwirfoddol \u00e2 pholisi defnydd tir, cysoni safonau gyda fframweithiau\u2019r DU\/UE, a lleihau cymhlethdodau drwy sicrhau cysondeb \u00e2 chynlluniau presennol y DU. Mae rhoi egwyddorion trawsnewid cyfiawn ar waith yn allweddol er mwyn sicrhau bod Marchnadoedd Carbon Gwirfoddol yn cefnogi cymunedau gwledig, yn creu swyddi o ansawdd da ac yn datblygu ymddiriedaeth y cyhoedd.<\/p>\n\n\n\n<p>Cynhalion ni gyfarfod bwrdd crwn ym mis Gorffennaf 2025 gydag academyddion, swyddogion o Lywodraeth Cymru a chynrychiolydd o'r Pwyllgor Newid Hinsawdd. Roedd y drafodaeth yn atgyfnerthu r\u00f4l y Marchnadoedd Carbon Gwirfoddol wrth gefnogi nodau datgarboneiddio ac addasu Cymru. Pwysleisiodd y cyfranogwyr yr angen i sicrhau ychwanegedd ac uniondeb credyd, i ysgogi\u2019r galw wrth ddiogelu uniondeb hawliadau, i sefydlu strwythurau llywodraethu cadarn a chlir ac i wneud y mwyaf o'r cyd-fanteision ym maes hinsawdd a natur ac mewn cymunedau.&nbsp; Cafwyd cyfle hefyd i drafod modelau arloesol, fel banc carbon canolog i reoli risg, atebolrwydd a sut mae pethau\u2019n cael eu gweithredu.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mae Marchnadoedd Carbon Gwirfoddol yn galluogi llywodraethau ac unigolion\/sefydliadau gwleidyddol nad ydynt yn rhan o\u2019r wladwriaeth i brynu unedau carbon gwirfoddol i wrthbwyso allyriadau wrth ariannu gweithgareddau lliniaru a datrysiadau ar sail natur.
