{"id":14595,"date":"2024-03-28T12:58:24","date_gmt":"2024-03-28T12:58:24","guid":{"rendered":"https:\/\/wcpporguk.cf.ac.uk\/report\/datgarboneiddior-system-drafnidiaeth-cymru-dra-cysylltu-pobl-a-lleoedd\/"},"modified":"2025-04-11T13:32:14","modified_gmt":"2025-04-11T13:32:14","slug":"datgarboneiddior-system-drafnidiaeth-cymru-dra-cysylltu-pobl-a-lleoedd","status":"publish","type":"report","link":"https:\/\/wcpp.org.uk\/cy\/report\/datgarboneiddior-system-drafnidiaeth-cymru-dra-cysylltu-pobl-a-lleoedd\/","title":{"rendered":"Datgarboneiddio\u2019r system drafnidiaeth Cymru dra cysylltu pobl a lleoedd"},"content":{"rendered":"<p>Trafnidiaeth yw\u2019r trydydd sector mwyaf o blith y rhai sy\u2019n allyrru nwyon t\u0177 gwydr yng Nghymru.<\/p>\n<p>Mae datgarboneiddio\u2019r sector trafnidiaeth a sicrhau bod pobl a lleoedd Cymru wedi\u2019u cysylltu\u2019n hanfodol i ddyfodol sero net Cymru.<\/p>\n<p>Mae Llywodraeth Cymru, fel rhan o\u2019i Chytundeb Cydweithio \u00e2 Phlaid Cymru, wedi ffurfio Gr\u0175p Her Sero Net 2035 Cymru, dan gadeiryddiaeth y cyn Weinidog Jane Davidson, fel rhan o\u2019r ymrwymiad i \u2018comisiynu cyngor annibynnol i edrych ar lwybrau posibl at sero net erbyn 2035.\u2019 Mae Llywodraeth Cymru wedi comisiynu Canolfan Polisi Cyhoeddus Cymru (WCPP) i ddarparu cymorth tystiolaeth annibynnol i\u2019r Gr\u0175p Her.<\/p>\n<p>Mewn ymateb i\u2019r cwestiwn \u2018<em>Sut y gellid cysylltu pobl a lleoedd ledled Cymru erbyn 2035?\u2019 <\/em>mae WCPP wedi cynhyrchu dau bapur:<\/p>\n<p>Papur cefndir \u2018Datgarboneiddio\u2019r system drafnidiaeth Cymru dra cysylltu pobl a lleoedd<em>\u2019<\/em>. Mae hwn yn crynhoi allyriadau trafnidiaeth cyfredol Cymru, ac mae\u2019n ystyried sut y mae Llywodraeth Cymru\u2019n gweithredu, neu\u2019n bwriadu gweithredu, polis\u00efau i wella cysylltedd. Mae\u2019n adolygu targedau a nodau i leihau allyriadau carbon a newid mewn ymddygiad, i ddeall y mesurau cefnogi sydd eu hangen i gyflymu\u2019r pontio i sero net.<\/p>\n<p>Papur adolygu \u2018<em>Sero net 2035: gwersi mentrau rhyngwladol i ddatgarboneiddio trafnidiaeth<\/em>\u2019. Mae hwn yn adolygiad tystiolaeth heb fod yn gwbl gynhwysfawr o enghreifftiau o bolis\u00efau arfaethedig neu sydd wedi\u2019u gweithredu ac sydd \u00e2\u2019r nod o hybu datgarboneiddio trafnidiaeth dir, hedfanaeth a morgludiant; a pholis\u00efau ar gysylltedd digidol a allai helpu i leihau neu osgoi\u2019r angen i deithio.<\/p>\n<p>Mae\u2019r sector trafnidiaeth yng Nghymru\u2019n gyfrifol am 16% o gyfanswm yr allyriadau carbon; gyda 6% wedi\u2019u gynhyrchu gan y sector hedfanaeth a morgludiant. Mae gan Gymru lefelau amrywiol o gyfrifoldeb am y gwahanol sectorau trafnidiaeth, gyda hedfanaeth a morgludiant ar y cyfan wedi\u2019u cadw\u2019n \u00f4l gan lywodraeth y DU. Fodd bynnag, mae trafnidiaeth dir wedi\u2019i datganoli i Gymru, a cheir a nwyddau ysgafn yw cyfranwyr mwyaf y sector at allyriadau carbon.<\/p>\n<p>Gellir categoreiddio cyfleoedd i ddatgarboneiddio\u2019r sector trafnidiaeth i rai sy\u2019n helpu i leihau neu <em>osgoi\u2019r <\/em>angen i deithio, neu <em>wella <\/em>effeithlonrwydd gweithredol dulliau o deithio, <em>newid <\/em>cludo pobl a nwyddau i ddulliau mwy cynaliadwy o deithio, neu <em>wella <\/em>effeithlonrwydd gweithredol ffyrdd o deithio. Mae Llywodraeth Cymru eisoes wedi pennu targedau <em>osgoi <\/em>a <em>newid <\/em>sy\u2019n gysylltiedig \u00e2 thrafnidiaeth dir, fel 39% o siwrneiau i gael eu gwneud drwy ddulliau teithio cynaliadwy (er enghraifft, trafnidiaeth gyhoeddus, cerdded neu seiclo) erbyn 2030 a 30% o\u2019r gweithlu\u2019n gweithio o bell.<\/p>\n<p>Fodd bynnag, er bod mwy o bwyslais ar fentrau sy\u2019n helpu pobl i <em>osgoi <\/em>trafnidiaeth yn golygu bod Cymru\u2019n debygol o gyflawni targedau sero net yn fwy effeithlon, rhaid i\u2019r sector trafnidiaeth ateb y galw a sicrhau bod pobl ledled Cymru\u2019n gallu cyrraedd eu gweithleoedd ac amwynderau craidd fel gofal iechyd ac ysgolion. Efallai na fydd yr un datrysiadau trafnidiaeth cynaliadwy yn briodol i bob ardal o Gymru, er enghraifft, mae pobl sy\u2019n byw mewn ardaloedd gwledig yn dibynnu\u2019n anghymesur ar ddefnydd o geir preifat, o\u2019i gymharu \u00e2 thrafnidiaeth actif (oherwydd pellter) neu drafnidiaeth gyhoeddus (oherwydd argaeledd).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Trafnidiaeth yw\u2019r trydydd sector mwyaf o blith y rhai sy\u2019n allyrru nwyon t\u0177 gwydr yng Nghymru.
