Mae'r adroddiad yn rhan o brosiect ehangach ar gyfer llywio penderfyniadau Llywodraeth Cymru ar bolis\u00efau tlodi ac allg\u00e1u cymdeithasol.<\/p>\n<p>Mae\u2019r astudiaeth hon yn ymwneud \u00e2\u2019r strategaeth ei hun yn hytrach na\u2019r polis\u00efau a\u2019r rhaglenni unigol sy\u2019n ei hategu neu sydd ynddi.<\/p>\n<p>Mae'r adolygiad o bolis\u00efau a rhaglenni rhyngwladol yn destun astudiaeth ar wah\u00e2n o dan adain yr LSE. Felly, mae'r astudiaeth hon yn canolbwyntio ar adolygu agweddau llunio, gweithredu, llywodraethu a monitro strategaethau, ynghyd \u00e2 meini prawf eu heffeithiolrwydd, i ystyried y ffordd orau o baratoi strategaethau cyffredinol a thrawsbynciol er ymdrechion lleddfu tlodi.<\/p>\n<p>Mae'r adroddiad wedi\u2019i seilio ar ymchwil i bum strategaeth gyfredol rhag tlodi: dwy wladol yn Seland Newydd a'r Alban; dwy ranbarthol yn Baden-W\u00fcrttemberg (yr Almaen) a Castilla La Mancha (Sbaen) ac un leol yn ninas Toronto (Canada).<\/p>\n<p>Ar \u00f4l ystyried yr achosion hynny, daw\u2019r adroddiad i\u2019r casgliad mai r\u00f4l strategaeth yn erbyn tlodi yw hwyluso camau i\u2019w leddfu lle nad y bobl a\u2019r mudiadau sydd o blaid gweithredu yw\u2019r un rhai sydd mewn sefyllfa i wneud hynny o reidrwydd. Gan ystyried ymchwil arall i hanfod strategaeth dda hefyd, cynigir y dylai strategaeth gynnwys y canlynol ar gyfer lleddfu tlodi:<\/p>\n<ol>\n<li>Cynnig fframwaith sy\u2019n rhoi ffordd o hwyluso neu fynnu camau.<\/li>\n<li>Disgrifio ei nodau yn eglur heb gynnwys camau na fyddan nhw\u2019n helpu i\u2019w cyflawni.<\/li>\n<li>Cydnabod mai cynllunio a gweithredu sy\u2019n bwysicaf hyd nes bod menter wrth-dlodi wedi ennill ei phlwyf.<\/li>\n<li>Cydnabod bod angen dealltwriaeth, cydlynu ac adnoddau da er mwyn cynllunio a gweithredu\u2019n effeithiol.<\/li>\n<li>Cydnabod bod gwneud i rywbeth ddigwydd yn werthfawr ynddo'i hun.<\/li>\n<li>Gallu dysgu wrth fynd rhagddi, gan roi r\u00f4l gynyddol i drefniadau mesur deilliannau.<\/li>\n<li>Bod o dan adain gweinidog a chanddo ddigon o rym i ofalu bod y strategaeth yn mynd rhagddi.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mae\u2019r adroddiad hwn gan y New Policy Institute (NPI), yn edrych ar y dystiolaeth ryngwladol ynghylch hanfod strategaeth wrth-dlodi effeithiol.
