{"id":14108,"date":"2021-06-09T10:52:50","date_gmt":"2021-06-09T10:52:50","guid":{"rendered":"https:\/\/wcpporguk.cf.ac.uk\/report\/defnydd-llywodraeth-cymru-o-offer-polisi-i-brif-ffrydio-cydraddoldeb\/"},"modified":"2025-04-11T13:31:54","modified_gmt":"2025-04-11T13:31:54","slug":"defnydd-llywodraeth-cymru-o-offer-polisi-i-brif-ffrydio-cydraddoldeb","status":"publish","type":"report","link":"https:\/\/wcpp.org.uk\/cy\/report\/defnydd-llywodraeth-cymru-o-offer-polisi-i-brif-ffrydio-cydraddoldeb\/","title":{"rendered":"Defnydd Llywodraeth Cymru o offer polisi i brif ffrydio cydraddoldeb"},"content":{"rendered":"<p>Ers dyddiau cynnar datganoli, mae wedi bod yn ddyletswydd statudol i Lywodraeth Cymru brif ffrydio cyfle cyfartal ym mhob un o\u2019i gweithgareddau.\u00a0 Yn dilyn dau ddegawd o amrywiaeth o ran amlygrwydd ar agenda\u2019r Llywodraeth, mae prif ffrydio cydraddoldeb yn Llywodraeth Cymru wedi profi diddordeb o\u2019r newydd yn y blynyddoedd diwethaf.\u00a0 Yn 2018, fe ymrwymodd Prif Weinidog y dydd, Carwyn Jones, i wneud Llywodraeth Cymru yn llywodraeth ffeministaidd, a fu\u2019n gatalydd ar gyfer yr Adolygiad o Gydraddoldeb Rhywiol, a arweiniodd at lawer o waith i ymgorffori cydraddoldeb rhywiol ym mhenderfyniadau Llywodraeth Cymru.\u00a0 Yn 2019, cyhoeddodd Llywodraeth Cymru y byddai\u2019n deddfu adrannau 1 a 3 Deddf Cydraddoldeb 2010, a elwir hefyd y \u2018ddyletswydd economaidd-gymdeithasol\u2019.\u00a0 \u00a0Mae hyn yn gosod dyletswydd statudol ar gyrff cyhoeddus, wrth iddynt wneud penderfyniadau strategol, i roi sylw dyledus i\u2019r angen i leihau anghydraddoldeb canlyniadau sy\u2019n deillio o anfantais economaidd-gymdeithasol.\u00a0 Mae effaith anghymesur y pandemig COVID-19 ar rai grwpiau wedi atgyfnerthu ymhellach yr angen i ymgorffori cydraddoldeb yn nulliau gwneud penderfyniadau Llywodraeth Cymru.<\/p>\n<p>Yn dilyn y diddordeb o\u2019r newydd, mae\u2019r adroddiad hwn yn archwilio\u2019r offer polisi a ddefnyddiwyd gan Lywodraeth Cymru i brif ffrydio cyfle cyfartal, effeithiolrwydd yr offer hwn a\u2019r ffactorau sy\u2019n dylanwadu ar eu heffeithiolrwydd.\u00a0 Datblygwyd y diffiniad o\u2019r offer polisi a ddefnyddiwyd gan Jacob et al.
