Yn 2019 yng Nghymru roedd 22% o\u2019r boblogaeth yn anabl, gyda disgwyl i\u2019r boblogaeth anabl gynyddu\u2019n sylweddol erbyn 2035. Grantiau seiliedig ar brawf modd yw Grantiau Cyfleusterau i\u2019r Anabl (grantiau CiA), i berchen-feddianwyr a thenantiaid (preifat neu gymdeithasol) sy\u2019n anabl, i helpu tuag at gostau i sicrhau bod eu cartref yn hygyrch. Grantiau gorfodol ydynt, a ch\u00e2nt eu hariannu a\u2019u gweinyddu gan awdurdodau lleol o gronfeydd heb eu neilltuo.<\/p>\n
Pennir y swm mwyaf y gellir ei roi trwy grant CiA (\u00a336,000) mewn deddfwriaeth, a thrafodir profion modd yn Rheoliadau Grantiau Adnewyddu Tai 1996. Gall awdurdodau lleol benderfynu talu am addasiadau drwy ddefnyddio pwerau disgresiwn dan Orchymyn Diwygio Rheoleiddio 2002, un ai fel taliad atodol neu yn lle grant CiA.<\/p>\n
Yn 2018 cyhoeddodd Swyddfa Archwilio Cymru adroddiad ar Addasiadau Tai. Er mwyn sicrhau bod grantiau CiA yn cael eu darparu\u2019n fwy amserol, nododd yr adroddiad y dylai Llywodraeth Cymru adolygu a ddylid parhau i osod prawf modd ar grantiau CiA. Yn dilyn hynny, cynhaliodd y Pwyllgor Cyfrifon Cyhoeddus ymchwiliad i\u2019r materion a godwyd gan y Swyddfa Archwilio, ac argymhellodd y dylai Llywodraeth Cymru adolygu trefniadau cyfredol y prawf modd, ynghyd \u00e2 chynnig rhai diwygiadau eraill.<\/p>\n
