Mae datgarboneiddio yn her polisi sylweddol, ac mae Llywodraeth Cymru wedi datgan ei huchelgais i gyrraedd targed o <a href=\"https:\/\/gov.wales\/wales-accepts-committee-climate-change-95-emissions-reduction-target\">95% o ostyngiad mewn allyriadau erbyn 2050<\/a>. Fodd bynnag, nid yw datgarboneiddio yn broses syml nac o reidrwydd yn deg a bydd yn effeithio ar wahanol bobl mewn gwahanol ffyrdd. Edrychodd ein prosiect ar 'drawsnewid cyfiawn', sy'n ceisio sicrhau bod datgarboneiddio yn cael ei wneud mewn ffordd sy'n osgoi creu neu waethygu anghydraddoldebau, a defnyddio'r posibilrwydd o drawsnewid i leihau neu ddileu'r anghydraddoldebau hyn. Byddai mabwysiadu hyn yn caniat\u00e1u i lywodraethau a rhanddeiliaid eraill fynd i'r afael \u00e2 heriau presennol a hefyd gyflawni targedau hinsawdd uchelgeisiol, ac mae'n cynnig ffordd i brif ffrydio datgarboneiddio ar draws y llywodraeth.<\/p>\n\n\n\n<p>Bwriad gwaith Canolfan Polisi Cyhoeddus Cymru (WCPP) yn y maes hwn yw cynnig darlun cychwynnol o'r hyn y gallai trawsnewid cyfiawn ei gynnwys, a sut y gellid gweithredu hyn yng Nghymru. Rydym ni wedi ceisio casglu barn ymhlith sefydliadau ac arbenigwyr unigol sy'n gweithio yn y maes drwy gyfarfodydd bwrdd crwn a mathau eraill o ymgysylltu, yn ogystal \u00e2 chynnal ymchwil pen desg.&nbsp; Cyflwynir y rhain mewn adroddiad a darn barn, ynghyd \u00e2 recordiad o gyflwyniad gan yr Athro Tahseen Jafry mewn gweithdy a gynhaliwyd gan WCPP ym mis Mehefin 2020, <em>'Risgiau a Chyfleoedd ar gyfer Trawsnewid Cyfiawn yng Nghymru'.<\/em><\/p>\n\n\n\n<p>Mae ein hadroddiad, <em>\u2018Tuag at Drawsnewid Cyfiawn yng Nghymru\u2019,<\/em> yn ceisio egluro beth mae trawsnewid cyfiawn yn ei olygu, a sut y gellid defnyddio datgarboneiddio i hyrwyddo economi fwy cynhwysol a thecach. Rydym yn trafod y berthynas rhwng trawsnewid cyfiawn a fframwaith polisi presennol Cymru, a chyfleoedd i integreiddio'r ddau, yn ogystal \u00e2'r heriau a wynebir oherwydd cyfyngiadau'r setliad datganoli ac anawsterau ymdrin \u00e2 datgarboneiddio a chyfiawnder cymdeithasol. Rydym hefyd yn ystyried effaith pandemig Coronavirus a'r gwersi y gellid eu dysgu ohono ar gyfer trawsnewid cyfiawn. Gan gydnabod bod hwn yn faes polisi sy'n esblygu, rydym yn cloi gydag awgrymiadau cychwynnol ar sut y gellid meddwl am drawsnewid cyfiawn yng nghyd-destun Cymru.<\/p>\n\n\n\n<p>Awdur y darn barn, <em>\u2018Pontio Cyfiawn i\u2019r Hinsawdd yng Nghymru: Datblygu Fframwaith ar gyfer Gweithredu\u2019<\/em>, yw'r Athro Jafry, ac mae'n cyflwyno argymhellion drafft ar gyfer camau i greu fframwaith i ddatblygu polis\u00efau sy'n arwain at drawsnewid cyfiawn, ar sail canlyniadau gweithdy WCPP ym mis Mehefin.
