Ers datganoli nawdd cymdeithasol yn yr Alban (2018) mae galw o'r newydd wedi bod i adolygu'r system nawdd cymdeithasol yng Nghymru. Gofynnodd Prif Weinidog Cymru i ni asesu'r materion y byddai'n rhaid eu hystyried er mwyn pennu dymunoldeb a dichonoldeb datganoli rhai agweddau o weinyddu nawdd cymdeithasol yng Nghymru. Rydym wedi cyhoeddi adolygiad cyflym o dystiolaeth sy'n bodoli eisoes ar y mater hwn a chanfod y dylai'r asesiad fynd i'r afael \u00e2 phedair prif broblem:<\/p>\n<ol>\n<li><strong>Pa ddeilliannau y byddai datganoli gweinyddu nawdd cymdeithasol yn ceisio eu cyflawni?<\/strong> Gellir defnyddio hyn i lywio penderfyniadau ynghylch pa newidiadau y gellid eu gwneud ac y gellir eu mynegi trwy set o egwyddorion craidd sy'n sail i ddull Cymreig o ymdrin \u00e2 nawdd cymdeithasol.<\/li>\n<li><strong>Pa agweddau ar y trefniadau presennol i weinyddu nawdd cymdeithasol sy'n rhwystro\u2019r deilliannau hyn rhag cael eu cyflawni?<\/strong> Mae hyn yn golygu nodi pa fudd-daliadau a allai gael eu diwygio, a sut maen nhw\u2019n cael eu gweinyddu ar hyn o bryd.<\/li>\n<li><strong>Sut gallai'r agweddau hynny ar nawdd cymdeithasol gael eu newid er mwyn cyflawni'r deilliannau hyn?<\/strong> Er enghraifft, defnyddio dull mwy cyson i weinyddu nawdd cymdeithasol, roi mwy o gefnogaeth i hawlwyr, ail-lunio budd-daliadau neu greu rhai newydd.<\/li>\n<li><strong>Beth yw goblygiadau cyfreithiol a chyllidebol y newidiadau y byddai eu hangen a pha ffactorau eraill y byddai angen eu hystyried?<\/strong> Yn ogystal \u00e2\u2019r goblygiadau cyfreithiol ac ariannol i Lywodraeth Cymru (megis newidiadau i\u2019r cytundeb datganoli), mae angen ystyried risgiau goblygiadau anfwriadol a galw newidiol am fudd-daliadau yn ofalus.<\/li>\n<\/ol>\n<p>Gyda lwc, bydd y dadansoddiad cychwynnol hwn yn ein helpu i lywio trafodaethau ynghylch dadansoddiad ychwanegol a thystiolaeth sy'n ymwneud \u00e2 datganoli gweinyddu nawdd cymdeithasol yng Nghymru.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ar hyn o bryd yng Nghymru, cyfrifoldeb Llywodraeth y DG yw nawdd cymdeithasol, ac eithrio rhai budd-daliadau.
