Mae\u2019r adroddiad hwn yn amlinellu ymateb cynghorau Cymru i gyni, ar sail cyfweliadau gydag arweinwyr, prif weithredwyr a chyfarwyddwyr cyllid cynghorau Cymru a rhanddeiliaid allanol.<\/p>\n
Mae cynghorau wedi ymateb i gyni mewn tair prif ffordd: arbedion effeithlonrwydd; lleihau\u2019r angen am wasanaethau cyngor; a newid r\u00f4l cynghorau a rhanddeiliaid eraill.<\/p>\n
Mae llawer o fesurau, er enghraifft codi treth gyngor a chodi t\u00e2l am wasanaethau, a all fod o gymorth wrth ymateb i gyni, ond mae pryder ynghylch eu heffeithiolrwydd hirdymor, eu cynaliadwyedd a\u2019u tegwch.<\/p>\n
Gallai Llywodraeth Cymru wneud mwy i helpu llywodraeth leol i ymateb i gyni, megis gwneud newidiadau i\u2019r setliad ariannol a\u2019r system grantiau. Gallai llywodraeth leol wella\u2019r ffordd y mae\u2019n dysgu o ymarfer da yng Nghymru a thu hwnt, darparu gwell cymorth gan gymheiriaid, ystyried ffyrdd eraill o gydweithredu, a gwella\u2019i hymagwedd at gymryd risg.<\/p>\n
