Mae gwasanaethau caffael wedi cael eu beirniadu gan Swyddfa Archwilio Cymru a Phwyllgor Cyfrifon Cyhoeddus y Cynulliad Cenedlaethol, ac ar \u00f4l blwyddyn o ymgynghori, cyhoeddodd cyn Ysgrifennydd y Cabinet dros Gyllid y byddai\u2019r Gwasanaeth Caffael Cenedlaethol yn ei ffurf bresennol yn dod i ben yn raddol, ac y byddai strategaeth gaffael newydd yn cael ei datblygu.<\/p>\n<p>Ochr yn ochr \u00e2 hyn, gwelwyd awydd cynyddol i geisio sicrhau mwy o fudd cymdeithasol ac economaidd o\u2019r \u00a36 biliwn o wariant caffael cyhoeddus blynyddol ledled Cymru. Erbyn hyn mae nifer o fentrau Llywodraeth Cymru yn dweud y dylid defnyddio caffael i ysgogi canlyniadau cymdeithasol, economaidd ac amgylcheddol ehangach, gan gynnwys creu gwaith teg, hybu econom\u00efau lleol, lleihau \u00f4l troed carbon, ac atal masnachu pobl mewn cadwyni cyflenwi. Mae caffael hefyd wedi cael ei nodi fel cyfle i hybu canlyniadau amrywiol gan arbenigwyr sy\u2019n gweithio yng Nghanolfan Polisi Cyhoeddus Cymru; gan gynnwys effeithlonrwydd, effeithiolrwydd, cynhwysiant a chydraddoldeb.<\/p>\n<p>Mae\u2019n briodol felly i ni ystyried y canlyniadau y gall cyrff cyhoeddus obeithio amdanynt drwy gaffael a\u2019r dulliau y gallant eu mabwysiadu er mwyn gwneud hyn. Mae\u2019r dystiolaeth yn awgrymu bod potensial go iawn i \u2018gael mwy o fudd\u2019 o gaffael a\u2019i fod yn cynnig cyfle i fynd i\u2019r afael \u00e2 rhai o\u2019r problemau cymdeithasol, economaidd ac amgylcheddol mwyaf parhaus rydym yn eu hwynebu, yn fyd-eang, yn genedlaethol ac yn lleol. Yn yr adroddiad hwn, rydym yn cyflwyno gwybodaeth seiliedig ar dystiolaeth a fydd gobeithio\u2019n sail i drafodaethau a phenderfyniadau am gaffael a chynaliadwyedd. Rydym yn ystyried beth yw caffael cyhoeddus cynaliadwy; y prif ddulliau o\u2019i sicrhau; sut y gellir gweithredu\u2019r rhain, gan gynnwys trafodaeth am rai o\u2019r heriau a\u2019r cyfnewidiadau; ac rydym yn cloi \u00e2\u2019r negeseuon i gyrff cyhoeddus yng Nghymru.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lluniwyd y papur hwn ar adeg bwysig yn y drafodaeth am gaffael cyhoeddus yng Nghymru.
