Nododd swyddogion fod angen gwella prosesau asesu effaith fel rhan o raglen yr Ysgrifennydd Parhaol i leihau cymhlethdod. Roedd gwaith mewnol wedi mynd rhagddo, ond awgrymodd fod problemau dyfnach i'w datrys.<\/p>\n<p>Gwnaethom weithio gyda Dr Clive Grace, ymgynghorydd annibynnol a chyn-Ddirprwy Archwilydd Cyffredinol Cymru, y mae ei waith dadansoddi wedi tynnu sylw at ffactorau strwythurol, diwylliannol, gweithredol a chyd-destunol sy'n rhyngweithio i greu'r 'system' asesu effaith.<\/p>\n<p>Mae Dr Grace yn dadlau bod angen dull gweithredu clir, strategol. I'r perwyl hwn, mae'r adroddiad yn cynnwys cyfres o argymhellion sy'n ceisio galluogi dull gweithredu mwy integredig a lleihau cymhlethdod.<\/p>\n<ul>\n<li>Datganiad y Cabinet o Ddiben: yn cyfleu dymuniadau'r Llywodraeth o ran asesu canlyniadau posibl ei chynigion deddfwriaethol a chynigion sy'n ymwneud \u00e2 pholisi, buddsoddi a chyllidebau;<\/li>\n<li>Deddf Llesiant Cenedlaethau'r Dyfodol (Cymru) 2015 i ddarparu fframwaith integreiddio allweddol ar gyfer asesu effaith;<\/li>\n<li>Stiwardio: Creu swyddogaeth 'stiwardio'r' broses asesu effaith gyfan;<\/li>\n<li>Alinio'r fframwaith cyfreithiol: Llywodraeth Cymru a Chynulliad Cenedlaethol Cymru i sicrhau bod eu dulliau o asesu effaith yn cyd-fynd \u00e2 gofynion asesu effaith cyfreithiol eraill a'u bod yn eu hadolygu lle y bo'n briodol;<\/li>\n<li>Diwylliant a barn: Y broses asesu effaith i bwysleisio barn a chyfrifoldeb swyddogion a dibynnu ar bobl yn hytrach na gweithdrefnau;<\/li>\n<li>Prosesau a gweithdrefnau: Cydgrynhoi terminoleg asesu effaith, creu templed asesu effaith unigol a phroses sgrinio, nodi adnoddau data a thystiolaeth a chreu archif asesu effaith cyfunol a chwiliadwy;<\/li>\n<li>Cynllunio: Datblygu a chyhoeddi\/ailgyhoeddi egwyddorion dylunio prosesau asesu effaith;<\/li>\n<li>Dylai cyrff cyhoeddus a rhanddeiliaid eraill gyfrannu at y newidiadau, a dylent allu dylanwadu ar ddeunyddiau a chanllawiau'r Llywodraeth ar brosesau asesu effaith a'u rhannu.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Gofynnodd y Prif Weinidog i'r Sefydliad Polisi Cyhoeddus i Gymru roi cyngor ar wella prosesau asesu effaith Llywodraeth Cymru.
