Ers tro, mae wedi gobeithio creu gwasanaeth sy'n cael ei ddarparu ar sail di-ddifidend. Yr awydd i wella gwerth am arian a chyfyngu ar y gallu i wneud elw 'gormodol' sy'n sail i hyn.<\/p>\n<p>Gofynnodd cyn-Weinidog yr Economi, Gwyddoniaeth a Thrafnidiaeth i'r Sefydliad Polisi Cyhoeddus i Gymru roi cyngor ar gynllun masnachfraint Cymru a'r Gororau yn y dyfodol ac, yn benodol, esbonio sut y gallai'r fasnachfraint gael ei chynllunio er mwyn darparu gwasanaethau rheilffyrdd di-ddifidend ar gyfer teithwyr. Daeth y Sefydliad \u00e2 gr\u0175p o arbenigwyr ynghyd i ystyried hyn.<\/p>\n<p>Mae pwerau presennol Llywodraeth Cymru, a'r fframwaith cyfreithiol sy'n ymwneud \u00e2 masnachfreintiau, yn golygu y bydd yn heriol darparu gwasanaeth di-ddifidend.<\/p>\n<p>Ymchwiliodd y gweithdy i opsiynau ar gyfer hybu datblygiad sefydliad di-ddifidend addas, ond nid oedd y gr\u0175p yn gyt\u00fbn yngl\u0177n \u00e2'i botensial.<\/p>\n<p>Trafododd y cyfranogwyr hefyd gytundebau masnachfraint amgen, megis ScotRail, sy'n ceisio gwella ansawdd gwasanaethau, sicrhau gwerth am arian a chyfyngu ar 'renti'r' sector preifat drwy gynllunio contractau'n well a chael cytundebau monitro mwy soffistigedig.
