Mae llywodraeth leol yn wynebu mwy a mwy o bwysau yng Nghymru, gyda\u2019r galw am wasanaethau fel gofal cymdeithasol a chymorth ADY yn cynyddu tra bo gwasanaethau eraill yn wynebu toriadau oherwydd setliadau ariannol anodd.<\/p>\n\n\n\n

Nid yw model presennol llywodraeth leol yn gynaliadwy, a bydd angen ei newid neu ei addasu i ymateb i\u2019r cyfuniad hwn o lefel uwch o gostau uwch a galw am wasanaethau.<\/p>\n\n\n\n

Trefnodd Canolfan Polisi Cyhoeddus Cymru (WCPP), gyda chefnogaeth CLlLC, weithgor annibynnol<\/a> ar lywodraeth leol gynaliadwy ar gyfer y dyfodol, a oedd yn cynnwys arweinwyr awdurdodau lleol a phrif weithredwyr yng Nghymru ochr yn ochr ag arbenigedd annibynnol, dan gadeiryddiaeth cyn-gyfarwyddwr Canolfan Polisi Cyhoeddus Cymru, yr Athro Steve Martin.<\/p>\n\n\n\n

Bu\u2019r gweithgor yn ystyried, gyda chymorth a mewnbwn arbenigol gan CPCC, yr heriau sy\u2019n wynebu awdurdodau lleol ac yn ei adroddiad terfynol, sef Llywodraeth leol sy\u2019n barod am y dyfodol<\/em>, mae\u2019n egluro gweledigaeth ar gyfer dyfodol llywodraeth leol yng Nghymru, wedi\u2019i chefnogi gan fodel gweithredu a newidiadau diwylliannol angenrheidiol i gyflawni\u2019r weledigaeth hon. Mae\u2019r gweithgor eisoes wedi nodi safbwyntiau ac argymhellion yn Sylfaen gadarn dros newid<\/em>, gyda\u2019r nod o wella gwydnwch ac ymreolaeth llywodraeth leol.<\/p>\n\n\n\n

Cefnogodd Canolfan Polisi Cyhoeddus Cymru y gweithgor drwy baratoi a chomisiynu tystiolaeth annibynnol ar y meysydd a gwmpaswyd gan y gr\u0175p, a thrwy ddrafftio a golygu allbynnau. Mae allbynnau\u2019r gweithgor yn ystyried pwrpas a swyddogaethau llywodraeth leol; ariannu llywodraeth leol; y gweithlu; arweinyddiaeth a diwylliant sefydliadol; a chefnogi arloesedd a datblygu model gweithredu newydd.<\/p>\n\n\n\n

Mae gwaith y gweithgor bellach wedi\u2019i gwblhau\u2019n llwyddiannus, gyda\u2019i allbynnau terfynol - Llywodraeth leol sy\u2019n barod am y dyfodol a Sylfaen gadarn dros newid, tuag at fodel gweithredu newydd ar gyfer llywodraeth leol<\/a>. Mae gwaith y gweithgor wedi cael ei gefnogi gan arweinwyr cynghorau ym Mwrdd Gweithredol CLlLC a gan brif weithredwyr y 22 o awdurdodau lleol yng Nghymru drwy Solace, y rhwydwaith aelodau llywodraeth leol. <\/p>\n\n\n\n
