Yng Nghymru, mae llywodraeth leol dan straen cynyddol wrth i\u2019r galw am wasanaethau megis gofal cymdeithasol gynyddu tra bod gwasanaethau eraill yn wynebu toriadau oherwydd setliadau ariannol anodd.<\/p>\n\n\n\n

Cydnabuwyd ers tro y gallai fod angen newid neu addasu ffurf bresennol llywodraeth leol mewn ymateb i\u2019r heriau presennol; ac yng Nghymru, awgrymodd Adolygiad Williams<\/a> newidiadau mewn ymarfer a allai gefnogi llywodraeth leol i ymdrin \u00e2 heriau heddiw a heriau yn y dyfodol. Mae\u2019r senarios demograffig a\u2019r cyd-destun cyllidol sy\u2019n gwaethygu ers yr adolygiad hwnnw yn gwneud yr angen am newid yn bwysicach fyth.<\/p>\n\n\n\n

Mae Canolfan Polisi Cyhoeddus Cymru, ar y cyd \u00e2 Chymdeithas Llywodraeth Leol Cymru (CLlLC), wedi galw gweithgor annibynnol ynghyd i sicrhau llywodraeth leol gynaliadwy ar gyfer y dyfodol. Mae\u2019n cynnwys arweinwyr awdurdodau lleol a phrif weithredwyr yng Nghymru, ynghyd ag arbenigwyr annibynnol, dan gadeiryddiaeth cyn-gyfarwyddwr Canolfan Polisi Cyhoeddus Cymru, yr Athro Steve Martin.<\/p>\n\n\n\n

Bydd y gr\u0175p yn ystyried yr heriau y mae awdurdodau lleol yn eu hwynebu, a bydd yn datblygu gweledigaeth ar gyfer dyfodol llywodraeth leol yng Nghymru, wedi\u2019i chefnogi gan set o gynigion i gyflawni\u2019r weledigaeth hon, a allai gael ei rhoi ar waith yn dilyn etholiad y Senedd yn 2026.<\/p>\n\n\n\n

Bydd Canolfan Polisi Cyhoeddus Cymru\u2019n cefnogi\u2019r gr\u0175p drwy gynnig tystiolaeth annibynnol sy\u2019n mynd i\u2019r afael \u00e2\u2019r meysydd y bydd y gr\u0175p yn eu trafod: diben a swyddogaeth llywodraeth leol; cyfrifoldeb a gwerthuso perfformiad; arweinyddiaeth a diwylliant sefydliadol; ariannu llywodraeth leol; strwythurau rhanbarthol a\u2019r berthynas rhwng llywodraeth leol a Llywodraeth Cymru; a chynigion ar gyfer diwygio, gan gynnwys yr agenda ar gyfer trawsnewid.<\/p>\n\n\n\n

Mae disgwyl i waith y gr\u0175p fod wedi\u2019i orffen yn sylweddol erbyn diwedd 2025 ac i\u2019r weledigaeth gyffredinol a\u2019r argymhellion terfynol gael eu cyhoeddi cyn mis Mai 2026.<\/p>\n\n\n\n
