{"id":12957,"date":"2020-11-10T09:11:50","date_gmt":"2020-11-10T09:11:50","guid":{"rendered":"https:\/\/wcpporguk.cf.ac.uk\/project\/cynyddu-amrywiaeth-mewn-penodiadau-cyhoeddus\/"},"modified":"2025-04-11T13:16:50","modified_gmt":"2025-04-11T13:16:50","slug":"cynyddu-amrywiaeth-mewn-penodiadau-cyhoeddus","status":"publish","type":"project","link":"https:\/\/wcpp.org.uk\/cy\/project\/cynyddu-amrywiaeth-mewn-penodiadau-cyhoeddus\/","title":{"rendered":"Cynyddu amrywiaeth mewn penodiadau cyhoeddus"},"content":{"rendered":"<p>Ddechrau 2020 cyhoeddodd Llywodraeth Cymru 'Adlewyrchu Cymru wrth Redeg Cymru\u2019 (Llywodraeth Cymru 2020), ei strategaeth ar gyfer cynyddu amrywiaeth mewn penodiadau cyhoeddus yng Nghymru.<\/p>\n<p>Gofynnodd y Dirprwy Weinidog a'r Prif Chwip i Ganolfan Polisi Cyhoeddus Cymru gefnogi gweithrediad y strategaeth drwy ddau brosiect:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.wcpp.org.uk\/cy\/cyhoeddi\/cynyddu-amrywiaeth-mewn-penodiadau-cyhoeddus-drwy-recriwtio\/\">Adolygiad tystiolaeth cyflym<\/a> o arferion recriwtio i gynyddu amrywiaeth mewn penodiadau cyhoeddus; a<\/li>\n<li><a href=\"https:\/\/www.wcpp.org.uk\/cy\/cyhoeddi\/cynorthwyo-grwpiau-heb-gynrychiolaeth-ddigonol-i-gael-penodiadau-cyhoeddus\/\">Bwrdd crwn arbenigol<\/a> i ddeall sut y gellir rhoi gwell cefnogaeth i ymgeiswyr 'agos ati' (rheini sy'n ymgeisio ond na ch\u00e2nt eu penodi) a darpar ymgeiswyr o grwpiau heb gynrychiolaeth ddigonol er mwyn iddynt ymgeisio'n llwyddiannus am benodiadau cyhoeddus.<\/li>\n<\/ul>\n<p>Gwneir o ddeutu 100 o benodiadau bob blwyddyn gan neu ar ran gweinidogion Llywodraeth Cymru i fyrddau dros 54 o gyrff cyhoeddus. Gweledigaeth y strategaeth yw bod byrddau'r cyrff cyhoeddus hyn yn adlewyrchu amrywiaeth demograffig a nodweddion gwarchodedig pobl Cymru. Ceir pum nod i'r strategaeth:<\/p>\n<ol>\n<li>Casglu a rhannu data;<\/li>\n<li>Creu cymuned o unigolion sydd \u00e2 diddordeb, sy\u2019n ymwybodol ac sydd bron yn barod i fod yn aelodau o fwrdd;<\/li>\n<li>Sicrhau arferion recriwtio agored a thryloyw;<\/li>\n<li>Sicrhau ymrwymiad byrddau;<\/li>\n<li>Cryfhau arweinyddiaeth.<\/li>\n<\/ol>\n<p>Yn benodol, mae gan Lywodraeth Cymru ddiddordeb i weld sut y gellir rhoi gwell cefnogaeth i ymgeiswyr Du, Asiaidd a Lleiafrifol Ethnig ac anabl allu ymgeisio a llwyddo i sicrhau penodiadau cyhoeddus. Ar hyn o bryd does dim cynrychiolaeth ddigonol i'r grwpiau hyn ar fyrddau yng Nghymru.<\/p>\n<p>Canfu ein hadolygiad cyflym o'r dystiolaeth ar recriwtio a'n bwrdd crwn o arbenigwyr fod heriau sylweddol yn y system gyfredol o benodiadau cyhoeddus sy'n ei gwneud yn anodd i ymgeiswyr anabl a lleiafrifol ethnig ymgeisio am swyddi ar fyrddau, er gwaethaf y ffaith bod llawer ohonynt eisoes yn barod i ymgymryd \u00e2'r gwaith. Gellir gwella prosesau recriwtio gyda chydnabyddiaeth ehangach o ba fath o brofiad sydd ei angen ar ymgeiswyr i wasanaethu, technegau cyfweld amgen, prosesau dethol tryloyw, a threfniadau adborth adeiladol.\u00a0 Ymhlith y mentrau a all hwyluso mynediad ymgeiswyr posibl at swydd ar fyrddau mae rhaglenni mentora a choetsio, cyfleoedd i gysgodi ac arsylwi byrddau, cefnogaeth cymheiriaid ac amlygrwydd modelau r\u00f4l.
