Gan ddefnyddio cyfweliadau gydag arweinwyr cynghorau Cymru, prif weithredwyr, cyfarwyddwyr cyllid, a rhanddeiliaid allanol, mae\u2019r astudiaeth yn ymchwilio i ymateb cynghorau Cymru i lymder. Daw i\u2019r amlwg fod cynghorau wedi ymateb i lymder mewn tair prif ffordd: drwy wneud arbedion effeithlonrwydd; drwy leihau\u2019r angen am wasanaethau cyngor; a thrwy newid r\u00f4l cynghorion a rhanddeiliaid eraill. Fodd bynnag, mae llywodraeth leol Cymru bron \u00e2 chyrraedd pwynt tyngedfennol o ran heriau ariannol. Mae\u2019r rhan fwyaf o arbedion effeithlonrwydd eisoes wedi\u2019u gwneud, a bydd y gostyngiadau disgwyliedig o ran ystod ac ansawdd gwasanaethau yn y dyfodol yn cael effaith uniongyrchol ar ansawdd bywyd dinasyddion yng Nghymru.<\/p>\n
