Bydd cryfhau&nbsp;cydlyniant&nbsp;cymdeithasol&nbsp;yn y cyd-destun hwn&nbsp;yn gofyn am gamau cydlynol i fynd i'r afael ag anghydraddoldebau, (ail)adeiladu ymddiriedaeth mewn sefydliadau, a chefnogi'r seilwaith lleol sy'n sail i gysylltiad&nbsp;positif&nbsp;o fewn&nbsp;cymunedau&nbsp;a rhwng cymunedau,&nbsp;tra\u2019n&nbsp;gweithio o fewn setliad datganoli lle mae rhai&nbsp;ysgogiadau&nbsp;allweddol sy'n effeithio ar&nbsp;gydlyniant&nbsp;yn parhau i fod&nbsp;yn nwylo&nbsp;Llywodraeth y DU.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Beth mae hyn yn ei olygu i Gymru?\u00a0\u00a0<\/strong><\/p>\n\n\n\n<p>Yn ystod y tair blynedd ddiwethaf, mae Cymru wedi profi o leiaf&nbsp;pedwar digwyddiad mawr sydd wedi effeithio ar&nbsp;gydlyniant&nbsp;cymdeithasol, sy\u2019n amrywio o brotestiadau&nbsp;a therfysgoedd gwrth-fewnfudo i ymosodiadau cyfryngau cymdeithasol yn erbyn sefydliadau&nbsp;sy\u2019n cefnogi ceiswyr lloches a ffoaduriaid. Mae\u2019r digwyddiadau hyn wedi digwydd o fewn cyd-destun ehangach&nbsp;o densiynau cynyddol a phegynnu cymdeithasol ar draws cymunedau yn y DU,&nbsp;gyda&nbsp;llofruddiaeth&nbsp;tair o ferched ifanc yn&nbsp;Southport&nbsp;yn 2024&nbsp;yn&nbsp;arwain at&nbsp;y&nbsp;cyfnod&nbsp;o aflonyddwch sifil&nbsp;mwyaf difrifol a welwyd ledled y DU ers degawdau, wedi'i&nbsp;sbarduno&nbsp;gan&nbsp;gamwybodaeth&nbsp;a theimladau&nbsp;gwrth-fewnfudo&nbsp;cynyddol.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Yn gefnlen i hyn,&nbsp;lansiodd&nbsp;Pwyllgor Cydraddoldeb a Chyfiawnder Cymdeithasol Llywodraeth Cymru&nbsp;<a href=\"https:\/\/busnes.senedd.cymru\/mgIssueHistoryHome.aspx?IId=45053\" target=\"_blank\" rel=\"noreferrer noopener\">ymchwiliad i&nbsp;gydlyniant&nbsp;cymdeithasol<\/a>&nbsp;ddiwedd&nbsp;2024.&nbsp;Gan bwysleisio'r angen brys am gamau polisi gan&nbsp;Lywodraeth Cymru a rhanddeiliaid eraill,\u202fargymhellodd&nbsp;<a href=\"https:\/\/dogfennauaosodwyd.senedd.cymru\/cr-ld17466-cy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">adroddiad terfynol y Pwyllgor<\/a>\u202fsefydlu Gr\u0175p Arbenigol&nbsp;ar&nbsp;Gydlyniant&nbsp;Cymdeithasol&nbsp;dan gadeiryddiaeth annibynnol\u202fi ddatblygu camau gweithredu byr&nbsp;dymor,&nbsp;tymor&nbsp;canolig a hirdymor&nbsp;cyn&nbsp;etholiad&nbsp;y&nbsp;Senedd&nbsp;ym mis&nbsp;Mai&nbsp;2026.\u202fGofynnodd Llywodraeth Cymru&nbsp;i Ganolfan Polisi Cyhoeddus Cymru&nbsp;roi tystiolaeth i'r Gr\u0175p Arbenigol&nbsp;er mwyn&nbsp;helpu'r Gr\u0175p i nodi'r camau hyn.\u202f\u202f&nbsp;<\/p>\n\n\n\n<p>O ystyried bod amserlen y&nbsp;Gr\u0175p Arbenigol&nbsp;ar&nbsp;Gydlyniant&nbsp;Cymdeithasol&nbsp;yn&nbsp;dyn,&nbsp;fe wnaethom adolygu'r llenyddiaeth academaidd a gyflwynwyd i&nbsp;ymchwiliad y&nbsp;Pwyllgor Cydraddoldeb a Chyfiawnder Cymdeithasol,&nbsp;ochr yn ochr \u00e2 thystiolaeth a ddarparwyd drwy alwad am dystiolaeth am gyflwyniadau gan&nbsp;aelodau\u2019r&nbsp;Gr\u0175p Arbenigol&nbsp;ar&nbsp;Gydlyniant&nbsp;Cymdeithasol.&nbsp;&nbsp;&nbsp;Ategwyd hyn gan adolygiad o synthesisau tystiolaeth&nbsp;cyfredol o&nbsp;ymyriadau i hyrwyddo&nbsp;allg\u00e1u&nbsp;cymdeithasol.&nbsp;<\/p>\n\n\n\n<p>Canolbwyntiodd ein gwaith i syntheseiddio'r dystiolaeth hon ar nodi ymyriadau i hyrwyddo a chryfhau\u00a0cydlyniant\u00a0cymdeithasol\u00a0ac ar\u00a0drosi\u2019r\u00a0canfyddiadau hyn ar gyfer cyd-destun polisi Cymru, gan ymateb i'r cwestiynau ymchwil canlynol:\u00a0\u202f\u00a0<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Pa ymyriadau polisi ac ymarfer sy'n effeithiol wrth hyrwyddo a chryfhau&nbsp;cydlyniant&nbsp;cymdeithasol?&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Pa gamau polisi posib ar gyfer Cymru a nodir yn y dystiolaeth ar&nbsp;ymyriadau&nbsp;cydlyniant&nbsp;cymdeithasol?&nbsp;<\/li>\n<\/ol>\n\n\n\n<p><strong><br>Nid\u00a0yw\u2019n fater o\u00a0beth rydych chi'n ei wneud,\u00a0ond y ffordd rydych chi'n ei wneud\u00a0<\/strong><\/p>\n\n\n\n<p>Datgelodd ein synthesis tystiolaeth fod&nbsp;nifer&nbsp;o ymyriadau wedi gwella un agwedd neu fwy ar&nbsp;gydlyniant&nbsp;cymdeithasol,&nbsp;ond mae'r amrywiad eang&nbsp;o ran&nbsp;mesurau, mathau o ymyriadau a'u heffeithiolrwydd amrywiol ar draws cyd-destunau yn ei gwneud hi'n heriol cymharu dulliau&nbsp;neu ddod i gasgliadau ynghylch pa ddulliau sydd fwyaf effeithiol. Mae'r canlyniadau cymysg a welir o ganlyniad i rai ymyriadau hefyd yn awgrymu y gallai'r math o ymyrraeth \u2013 y&nbsp;<em>beth<\/em>&nbsp;\u2013 fod yn llai pwysig na sut mae ymyrraeth yn cael ei datblygu a'i gweithredu \u2013 y&nbsp;<em>sut<\/em>. Er gwaethaf yr anhawster o ddod i gasgliadau cadarn o'r dystiolaeth, gallwn dynnu sylw at nifer o feysydd sy'n werth eu hystyried i benderfynu ar gamau polisi posib ar gyfer Cymru.&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Ymyrryd yn gynnar&nbsp;yng nghwrs bywyd<\/strong>.&nbsp;Mae'r dystiolaeth yn mynegi'n glir&nbsp;gwerth ymyrryd yn gynnar yng nghwrs bywyd i gryfhau&nbsp;cydlyniant&nbsp;cymdeithasol&nbsp;yn bennaf gan fod&nbsp;agweddau&nbsp;plant a phobl ifanc yn dal i&nbsp;gael eu&nbsp;ffurfio. Yn ogystal, gall effaith ymyriadau gael effaith fwy parhaol.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li><strong>Datblygu&nbsp;ymyriadau cyffredinol.&nbsp;<\/strong>Mewn cyferbyniad ag ymyriadau wedi'u targedu, gall&nbsp;ymyriadau&nbsp;cyffredinol helpu i gyrraedd grwpiau&nbsp;sydd \u00e2&nbsp;llai&nbsp;o ddiddordeb&nbsp;nad ydynt mor debygol o ymgysylltu'n wirfoddol. Gallai ymyriadau cyffredinol gynnwys addysg&nbsp;yn y gweithle&nbsp;a chodi ymwybyddiaeth.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li><strong>Ymgorffori elfennau&nbsp;cydgynhyrchu&nbsp;a chydgynllunio.<\/strong>&nbsp;Mae tystiolaeth yn awgrymu y gall cynnwys aelodau\u2019r gymuned wrth&nbsp;gynllunio&nbsp;a gweithredu ymyriadau greu&nbsp;buddion&nbsp;i aelodau\u2019r gymuned a chynyddu ymddiriedaeth sefydliadol.&nbsp;Serch hynny, mae sicrhau bod anghenion ac ymgysylltiad ystod amrywiol o aelodau\u2019r gymuned, gan gynnwys y rhai sy\u2019n agored i niwed, yn hanfodol.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li><strong>Ystyried cryfhau gwirfoddoli.&nbsp;<\/strong>Gall&nbsp;gwirfoddoli&nbsp;a&nbsp;chydlyniant&nbsp;cymdeithasol&nbsp;gael perthynas&nbsp;sy'n atgyfnerthu ei gilydd, sy'n golygu bod gwirfoddoli'n hyrwyddo&nbsp;cydlyniant&nbsp;cymdeithasol ac mae&nbsp;cydlyniant&nbsp;cymdeithasol yn hyrwyddo gwirfoddoli. Er mwyn sicrhau&nbsp;hynny, bydd angen i strategaethau polisi fynd i'r afael \u00e2'r cysylltiad hwn yn benodol a sicrhau bod effeithiau&nbsp;positif&nbsp;gwirfoddoli yn cael eu profi&nbsp;<em>o fewn<\/em>&nbsp;grwpiau a&nbsp;<em>rhwng<\/em>&nbsp;grwpiau.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"5\" class=\"wp-block-list\">\n<li><strong>Buddsoddi mewn seilwaith cymunedol.&nbsp;<\/strong>Bydd cyllid tymor hwy ac ymgysylltiad cynhwysol yn cefnogi\u2019r broses o feithrin a&nbsp;chynnal seilwaith cymunedol. Mae un astudiaeth yn tynnu sylw at yr angen i gynnal asesiad&nbsp;o\u2019r&nbsp;effaith&nbsp;ar&nbsp;anghydraddoldeb llesiant&nbsp;i liniaru effeithiau anghyfartal neu negyddol ymyriadau lle a gofod.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"6\" class=\"wp-block-list\">\n<li><strong>Ehangu buddsoddiad mewn&nbsp;gweithredu lleol strategol cydlynol.&nbsp;<\/strong>Canfuwyd bod buddsoddi yn y strategaethau hyn yn cryfhau&nbsp;cydlyniant&nbsp;ar lefel leol, a gallai&nbsp;gwneuthurwyr&nbsp;polisi ddefnyddio contractio perfformiad&nbsp;gyda&nbsp;thargedau&nbsp;cydlyniant&nbsp;cymdeithasol i wella&nbsp;cydlyniant&nbsp;cymdeithasol ar lefel leol.&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"7\" class=\"wp-block-list\">\n<li><strong>Cryfhau'r sylfaen\u00a0dystiolaeth ar gyfer ymyriadau i gryfhau\u00a0cydlyniant\u00a0cymdeithasol.\u00a0<\/strong>Mae astudiaethau amrywiol\u00a0yn\u00a0tynnu sylw at bwysigrwydd cryfhau'r\u00a0sylfaen\u00a0dystiolaeth.
