Un o ganlyniadau amlycaf a mwyaf difrifol yr argyfwng tai yng Nghymru yw\u2019r cynnydd yn nifer y bobl sy\u2019n profi digartrefedd. Cafodd 13,287 o aelwydydd eu cofnodi\u2019n ddigartref yn 2024\/25 a chofnodwyd bod&nbsp;168&nbsp;o bobl yn cysgu ar y stryd ym mis Awst 2025. Oherwydd hyn, mae cynnydd wedi bod hefyd yn y galw am lety dros dro. Roedd&nbsp;11,029&nbsp;o bobl mewn llety dros dro ym mis Awst 2025, o\u2019i gymharu \u00e2&nbsp;3,566&nbsp;ym mis Awst 2020.<\/p>\n\n\n\n<p>Fel rhan o\u2019n maes blaenoriaeth \u2018Mynd i\u2019r Afael ag Anghydraddoldebau\u2019, mae Canolfan Polisi Cyhoeddus Cymru wedi bod yn edrych ar sut y gellir rhoi cefnogaeth ystyrlon i Awdurdodau Lleol yng Nghymru er mwyn iddynt allu cael gafael ar dystiolaeth a\u2019i defnyddio i fynd i\u2019r afael \u00e2\u2019r heriau hyn.<\/p>\n\n\n\n<p><strong>Goblygiadau iechyd a llesiant i breswylwyr<\/strong><br>Er bod llety dros dro yn rhoi to uwch ben person, nid yw\u2019n&nbsp;<a href=\"https:\/\/www.bevanfoundation.org\/resources\/living-in-ta\/#:~:text=This%20report%20explores%20the%20use%20of%20temporary%20accommodation,provide%20recommendations%20at%20a%20later%20date.%20Pages%3A%2032\">cymryd lle cartref parhaol<\/a>. Mae tystiolaeth gan&nbsp;<a href=\"https:\/\/www.bevanfoundation.org\/wp-content\/uploads\/2024\/09\/Nowhere-to-call-home-living-in-temporary-accommodation-2.pdf\">Ymddiriedolaeth Bevan a Shelter Cymru<\/a>&nbsp;yn dangos bod ansawdd llety dros dro yn aml yn wael, eu bod yn methu \u00e2 bodloni gofynion y preswylwyr ac yn gallu arwain at gostau iddynt. Ni ellir gorbwysleisio\u2019r effaith negyddol y mae byw mewn llety dros dro yn ei chael ar iechyd a llesiant unigolyn. Gall yr effeithiau negyddol ddeillio o amrywiaeth o ffactorau, gan gynnwys: pryderon ynghylch diogelwch personol; byw ymhell oddi wrth deulu, ffrindiau, ysgol a gwaith; llety anaddas; ac ansicrwydd ynghylch cael t\u0177.<\/p>\n\n\n\n<p><strong>Costau\u2019n llorio awdurdodau lleol<br><\/strong>Mae awdurdodau lleol yn poeni am yr effaith gymhleth y mae byw mewn llety dros dro yn ei chael ar bobl, ac ar ben hynny mae\u2019r cynnydd yn y galw am lety dros dro wedi gorfodi cynghorau i wario mewn modd anghynaliadwy a digynsail.&nbsp; Mae adroddiad diweddar gan&nbsp;<a href=\"https:\/\/www.audit.wales\/sites\/default\/files\/publications\/Temporary%20accommodation%20-%20Eng.pdf\">Archwilio Cymru<\/a>&nbsp;yn dangos bod gwariant cynghorau ar lety dros dro yng Nghymru wedi codi o \u00a328 miliwn yn 2019 i \u00a3172 miliwn erbyn 2023-24.<\/p>\n\n\n\n<p><strong>Ein cynnig o gymorth tystiolaeth<\/strong><\/p>\n\n\n\n<p>Rydym ni wedi bod yn edrych ar sut y gallwn ni weithio gydag awdurdodau lleol i ddefnyddio\u2019r dystiolaeth, yr ymchwil a\u2019r wybodaeth sydd gennym eisoes i fynd i\u2019r afael \u00e2 rhai o\u2019r heriau maen nhw\u2019n eu hwynebu sy\u2019n ymwneud \u00e2 digartrefedd a llety dros dro.&nbsp; Rydym ni wedi penderfynu lansio galwad agored, sy\u2019n rhoi cyfle i awdurdodau lleol gyflwyno datganiadau o ddiddordeb am gymorth tystiolaeth \u2013 yn unigol, ar y cyd neu \u00e2 phartneriaid eraill. Rydym ni\u2019n gobeithio y bydd hyn yn rhoi cyfle i awdurdodau lleol gael gafael ar dystiolaeth sy\u2019n gweddu i anghenion ac amgylchiadau eu sefydliadau, a\u2019i defnyddio. Lle bo\u2019n bosibl, byddwn ni\u2019n cysylltu awdurdodau lleol \u00e2 sefydliadau a chanolfannau tystiolaeth eraill, fel ein cyd-ganolfan What Works, sef y Ganolfan Effaith Digartrefedd (CHI). Yn hytrach na gofyn i awdurdodau lleol ddarparu syniad cyflawn am brosiect, rydym ni eisiau iddynt rannu ychydig o wybodaeth am natur yr her sy\u2019n eu hwynebu, gan ddangos sut y gall tystiolaeth helpu i fynd i\u2019r afael \u00e2\u2019r her. Yna, byddwn yn gallu ystyried sut y gallwn ni, neu sefydliadau eraill, ddarparu cymorth tystiolaeth.<\/p>\n\n\n\n<p><strong>Ein gweithdy cydweithredol<\/strong><\/p>\n\n\n\n<p>Er mwyn rhannu gwybodaeth am y cymorth rydym ni\u2019n ei gynnig yn ogystal \u00e2\u2019n hymchwil diweddar ar lety dros dro, cynhalion ni weithdy ar-lein ar gyfer awdurdodau lleol ar 27 Tachwedd 2025.<\/p>\n\n\n\n<p>Daeth y gweithdy \u00e2 gynrychiolwyr o dimau tai a ddigartrefedd o\u2019r rhan fwyaf o\u2019r 22 awdurdod lleol yng Nghymru, ynghyd i glywed am y dystiolaeth ddiweddaraf sy\u2019n ymwneud \u00e2 llety dros dro, ac i hwyluso\u2019r drafodaeth rhwng cynrychiolwyr am yr heriau allweddol y gellir mynd i\u2019r afael \u00e2 nhw drwy ddefnyddio tystiolaeth.&nbsp; Yn ystod sesiwn y bore, bu\u2019r cyflwynwyr yn trafod y dystiolaeth ddiweddaraf sy\u2019n ymwneud \u00e2 llety dros dro yng Nghymru, gan rannu eu prif ganfyddiadau.<\/p>\n\n\n\n<p>Roedd hyd a lled yr heriau sy\u2019n wynebu awdurdodau lleol ar sail eu cyd-destun a\u2019u hamgylchiadau yn amlwg yn ystod y gweithdy, ond roedd hi\u2019n amlwg hefyd fod pob awdurdod lleol yn awyddus i leihau\u2019r galw am lety dros dro, a gwella\u2019r ddarpariaeth pan fo angen. Ar ben hynny, roeddent yn rhannu\u2019r un dyhead cyffredin sef y dylai llety dros dro fod yn ddatrysiad&nbsp;<a href=\"https:\/\/www.llyw.cymru\/papur-cabinet-papur-gwyn-rhoi-diwedd-ar-ddigartrefedd-yng-nghymru\">prin a byr nad yw\u2019n cael ei ailadrodd<\/a>&nbsp;ac y dylai\u2019r profiad fod yn un cadarnhaol i letywyr.<\/p>\n\n\n\n<p><strong>Sut i gyflwyno datganiad o ddiddordeb am gymorth tystiolaeth<\/strong><\/p>\n\n\n\n<p>Ynghyd \u00e2\u2019r Ganolfan Effaith Digartrefedd, ein nod ni yw rhoi cymorth ystyrlon i awdurdodau lleol gael gafael &nbsp;ar dystiolaeth a\u2019i defnyddio i leihau\u2019r galw am lety dros dro, a lle bo angen, gwella\u2019r ddarpariaeth a\u2019r ffordd mae\u2019n cael ei defnyddio.
