Yn y DU yn unig, mae gennym bellach 12 o Ganolfannau, 30 o Gydweithrediadau Ymchwil Penderfynyddion Iechyd, 3 Partneriaeth Arloesi Polisi Lleol, nifer o ganolfannau tystiolaeth ranbarthol, a dwsinau o dimau ymgysylltu \u00e2 pholisi sy\u2019n gweithio mewn prifysgolion, busnesau ac elusennau.<\/p>\n\n\n\n<p>Mae arweinyddiaeth y cyfryngwyr tystiolaeth hyn \u2013 a elwir hefyd yn yrwyr gwybodaeth neu\u2019n sefydliadau brocera gwybodaeth (KBOs) \u2013 yn allweddol i\u2019w heffeithiolrwydd. Ond ychydig iawn rydym yn ei wybod am eu harweinwyr \u2013 o ble maen nhw\u2019n dod, beth maen nhw\u2019n ei wneud, a pha sgiliau maen nhw eu hangen ar gyfer y swydd. Er mwyn helpu i lenwi\u2019r bwlch hwn, cynhaliais gyfweliadau manwl gydag arweinwyr rhai o sefydliadau cyfryngu tystiolaeth amlycaf y DU. Mae eu straeon yn darparu hanesion difyr sy\u2019n dweud yn union sut y mae pethau o ran yr hyn sydd ei angen i arwain sefydliad sy\u2019n gallu goresgyn y rhwystrau sefydliadol aruthrol sy\u2019n aml yn rhwystro polisi ac ymarfer sy\u2019n seiliedig ar dystiolaeth.<\/p>\n\n\n\n<p><strong>Sgiliau a meddylfryd<\/strong><\/p>\n\n\n\n<p>Roedd yr arweinwyr y gwnes i gyfweld \u00e2 nhw yn unigolion llawn cymhelliant a oedd yn argyhoeddedig y gall tystiolaeth gadarn helpu i wella penderfyniadau polisi a darparu gwasanaethau. Roeddent yn dod o amrywiaeth eang o gefndiroedd proffesiynol ac roeddent yn arwain sefydliadau gwahanol iawn. Ond fe wnaethant roi disgrifiadau trawiadol o debyg o\u2019r heriau maen nhw\u2019n eu hwynebu a\u2019r sgiliau y maent eu hangen. Roeddent yn tynnu sylw\u2019n benodol at yr angen i fod yn:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ymwybodol iawn fod angen tystiolaeth ar lunwyr polis\u00efau ac ymarferwyr;<\/li>\n\n\n\n<li>Credadwy i arbenigwyr academaidd;<\/li>\n\n\n\n<li>Strategwyr medrus a chyfathrebwyr effeithiol, a;<\/li>\n\n\n\n<li>Da am reoli pobl ac yn llwyddiannus am godi arian.<\/li>\n<\/ul>\n\n\n\n<p>Ochr yn ochr \u00e2\u2019r sgiliau allweddol hyn, roeddent yn s\u00f4n am y meddylfryd sydd ei angen arnoch i weithio yn y mannau anffurfiol rhwng y byd academaidd a\u2019r llywodraeth. Dywedon nhw wrthyf i bod angen i chi wneud y canlynol:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ymdopi ag amwysedd;<\/li>\n\n\n\n<li>Bod yn ddigon ystwyth i ymateb i\u2019r newid cyson yn y cyd-destunau gwleidyddol a pholisi yr ydych yn gweithio ynddynt, a;<\/li>\n\n\n\n<li>Bod yn wydn iawn a dal ati, a chynnal eich timau, pan fydd y dystiolaeth rydych chi\u2019n ei darparu yn cael ei hanwybyddu gan y rhai sy\u2019n gwneud penderfyniadau.<\/li>\n<\/ul>\n\n\n\n<p><strong>&nbsp;<\/strong><strong>Pa gamau ddylen ni eu cymryd?<\/strong><\/p>\n\n\n\n<p>Wrth gwrs, mae arweinwyr mathau eraill o sefydliadau angen llawer o\u2019r un nodweddion. Ond mae\u2019r dasg o arwain cyfryngydd tystiolaeth yn galw am gyfuniad anarferol o ddoniau ac agweddau sy\u2019n ymestyn ar draws ffiniau.<\/p>\n\n\n\n<p>Mae\u2019n werth nodi nad oedd yr un o\u2019r arweinwyr y cwrddais \u00e2 nhw wedi cael unrhyw hyfforddiant ffurfiol ar gyfer y r\u00f4l. Fe ddysgon nhw wrth eu gwaith ac fe wnaethon nhw gamgymeriadau ar hyd y ffordd.&nbsp; Fel y casglodd Jonathan Breckon a\u2019i gydweithwyr mewn adroddiad&nbsp;<a href=\"https:\/\/discovery.ucl.ac.uk\/id\/eprint\/10207672\/7\/UCL_CAPE_Hidden_talents.pdf\">diweddar<\/a>, mae r\u00f4l gyrwyr gwybodaeth yn parhau i fod yn \u2018hynod o anweladwy a dim llawer o ddealltwriaeth amdanynt\u2019. Ac, fel y&nbsp;<a href=\"https:\/\/www.ukri.org\/wp-content\/uploads\/2023\/08\/ESRC-030823-StrategicScaffoldingReportJuly2023.pdf\">dywedodd<\/a>&nbsp;Matt Flinders, nid yw\u2019n swydd y mae hyfforddiant academaidd traddodiadol yn eich paratoi ar ei chyfer. Ar hyn o bryd, nid oes llwybr gyrfa sefydledig, ac nid oes gennym rwydweithiau ffurfiol, hyfforddiant, na chyrff proffesiynol i gysylltu arweinwyr \u00e2\u2019i gilydd a hyfforddi eu holynwyr.<\/p>\n\n\n\n<p>Ond does dim rhaid i bethau fod fel hyn. Gallem wneud llawer mwy, am gost isel iawn, i helpu arweinwyr presennol y cyfryngwyr tystiolaeth i ddysgu oddi wrth ei gilydd a chefnogi ei gilydd. A gallem ddefnyddio eu profiadau i sefydlu rhaglenni sy\u2019n arfogi\u2019r genhedlaeth nesaf o arweinwyr ar gyfer y r\u00f4l anarferol a phwysig hon.
