Dyma duedd sy\u2019n peri pryder oherwydd yr effaith bosibl ar ganlyniadau plant sy'n cael eu cymryd i ofal o ran cyrhaeddiad addysgol, iechyd, diweithdra, digartrefedd a chyfiawnder troseddol. Mae gwaith Canolfan Polisi Cyhoeddus Cymru yn y maes hwn wedi newid yn ddiweddar i ganolbwyntio ar atal ac ymyrryd yn gynnar. Bydd plant a theuluoedd 'mewn perygl' yn rhyngweithio'n aml ag asiantaethau a gwasanaethau lluosog.
