Mae\u2019r ymchwilwyr, gan ddefnyddio profiadau\u2019r Alban a Gogledd Iwerddon, yn argymell bod llunwyr polis\u00efau yng Nghymru yn defnyddio dull pedwar cam i bennu\u2019r canlynol:<\/p>\n<ol>\n<li><strong>Pa ganlyniadau fyddai datganoli\u2019r weinyddiaeth nawdd cymdeithasol yn ceisio eu cyflawni?<\/strong> Gellir defnyddio hyn i lywio penderfyniadau ynghylch pa newidiadau y gellid eu gwneud ac y gellir eu mynegi trwy set o egwyddorion craidd sy'n sail i ddull Cymru o ymdrin \u00e2 nawdd cymdeithasol.<\/li>\n<li><strong>Yn y system bresennol, beth sy\u2019n atal Cymru rhag cyflawni\u2019r canlyniadau hynny?<\/strong> Mae hyn yn golygu nodi pa fudd-daliadau a allai gael eu diwygio, a sut maen nhw\u2019n cael eu gweinyddu ar hyn o bryd.<\/li>\n<li><strong>Sut gellir newid y system bresennol i gyflawni\u2019r canlyniadau hyn?<\/strong> Er enghraifft, defnyddio dull mwy cyson i weinyddu nawdd cymdeithasol, roi mwy o gymorth i hawlwyr, ail-lunio budd-daliadau neu greu rhai newydd.<\/li>\n<li><strong>Beth fyddai goblygiadau\u2019r newidiadau hyn o ran polisi?<\/strong> Yn ogystal \u00e2\u2019r goblygiadau cyfreithiol ac ariannol i Lywodraeth Cymru (megis newidiadau i\u2019r cytundeb datganoli), mae angen ystyried risgiau goblygiadau anfwriadol a galw newidiol am fudd-daliadau yn ofalus.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong>Meddai Emma Taylor-Collins, cyd-awdur adroddiad WCPP:<\/strong><\/p>\n<p>\u201cMae datganoli agweddau ar weinyddiaeth nawdd cymdeithasol yn rhoi cyfle i Gymru gymryd rheolaeth dros rannau o\u2019n system les sy\u2019n cael effaith sylweddol ar fywydau pobl yng Nghymru. Ond cyn gwneud unrhyw ymgais i newid y system bresennol, mae\u2019n hanfodol ein bod ni\u2019n glir o ran yr hyn rydym ni eisiau ei gyflawni yng Nghymru a\u2019r rheswm dros hynny. Bydd hynny\u2019n helpu i lywio penderfyniadau ynghylch yr hyn sydd angen ei newid a sut i wneud hynny.\u201d<\/p>\n<p><strong>Dywedodd Dan Bristow, cyd-awdur adroddiad WCPP:<\/strong><\/p>\n<p>\u201cGall Cymru ddysgu llawer gan ddulliau datganoli nawdd cymdeithasol yn yr Alban, Gogledd Iwerddon a Manceinion Fwyaf.
