{"id":14753,"date":"2019-02-28T16:00:00","date_gmt":"2019-02-28T16:00:00","guid":{"rendered":"https:\/\/wcpporguk.cf.ac.uk\/news\/adroddiad-newydd-yn-nodi-llwybrau-rhag-dyled-wrth-i-drethi-cyngor-godi\/"},"modified":"2025-02-20T16:00:17","modified_gmt":"2025-02-20T16:00:17","slug":"adroddiad-newydd-yn-nodi-llwybrau-rhag-dyled-wrth-i-drethi-cyngor-godi","status":"publish","type":"news","link":"https:\/\/wcpp.org.uk\/cy\/news\/adroddiad-newydd-yn-nodi-llwybrau-rhag-dyled-wrth-i-drethi-cyngor-godi\/","title":{"rendered":"Adroddiad newydd yn nodi llwybrau rhag dyled wrth i drethi cyngor godi"},"content":{"rendered":"<p><strong>Mae ymyrryd yn gynnar yn allweddol er mwyn atal cartrefi yng Nghymru rhag disgyn ar ei h\u00f4l hi o ran talu treth y cyngor neu rhent tai cymdeithasol, yn \u00f4l <a href=\"https:\/\/www.wcpp.org.uk\/cy\/cyhoeddi\/ymateb-i-ddinasyddion-sydd-mewn-dyled-i-wasanaethau-cyhoeddus\/\">adroddiad newydd<\/a> gan Ganolfan Polisi Cyhoeddus Cymru.<\/strong><\/p>\n<p>Wrth i gynghorau ledled Cymru gynyddu eu cyfraddau treth gyngor yn sylweddol ar gyfer blwyddyn nesaf, mae\u2019r adroddiad yn tynnu sylw at bwysigrwydd creu cymorth personol a rhagweithiol i ddinasyddion sy\u2019n agored i niwed, yn hytrach na defnyddio\u2019r un dull o gymorth i bawb.<\/p>\n<p>Byddai nodweddion allweddol o system gymorth yn cynnwys:<\/p>\n<ul>\n<li>Meithrin ymddiriedaeth gyda dinasyddion o\u2019r cychwyn cyntaf pan fyddant yn dechrau bod yn gyfrifol am dalu treth y cyngor neu rent cymdeithasol<\/li>\n<li>Nodi unrhyw broblemau a gweithredu arnynt cyn gynted ag y bo modd<\/li>\n<li>Esmwytho\u2019r broses o gyfeirio pobl sydd mewn dyled at wasanaethau partner, a mynediad gwell at gymorth arbenigol annibynnol<\/li>\n<\/ul>\n<p>Ond, mae\u2019r adroddiad hefyd yn rhybuddio y gallai pwysau llwyth gwaith cynyddol fod yn rhwystr i allu cynghorau a chymdeithasau tai i ymateb i\u2019r cynnydd yn y galw yn y dyfodol, yn enwedig mewn perthynas ag unrhyw Gredyd Cynhwysol a gyflwynir.<\/p>\n<p>Yn \u00f4l y Swyddfa Ystadegau Gwladol (ONS), mae 67,600 (5.2%) o gartrefi yng Nghymru mewn dyled, ac mae mwy ohonynt ar ei h\u00f4l hi gyda thaliadau treth y cyngor neu renti tai cymdeithasol nag mewn blynyddoedd blaenorol.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Dywedodd Dr Paul Worthington o Ganolfan Polisi Cyhoeddus Cymru:<\/strong><\/p>\n<p>\u201cEr na ellir osgoi\u2019r cynnydd yn y dreth gyngor o'r raddfa a gynigir gan lawer o gynghorau yng Nghymru eleni, gellir gwneud llawer mwy i gefnogi\u2019r rhai hynny sydd fwyaf mewn perygl o fynd i ddyled o ganlyniad i filiau uwch.<\/p>\n<p>\u201cMae rhai cynghorau eisoes yn gwneud gwaith da, ond mae\u2019r cyngor a\u2019r cymorth a gynigir ledled Cymru yn rhy anghyson o lawer. Dylai cynghorau fod yn dysgu oddi wrth ei gilydd ac yn ymdrechu i wella\u2019r ffordd y maen nhw\u2019n cefnogi\u2019r rhai hynny sy\u2019n agored i ddyled.<\/p>\n<p>\u201cMae llawer hefyd i\u2019w ddysgu o\u2019r ffordd y mae llawer o landlordiaid cymdeithasol yn cefnogi eu tenantiaid sydd mewn perygl o fynd i ddyled gyda\u2019r rhent.
