Mae adroddiad newydd gan Ganolfan Polisi Cyhoeddus Cymru yn dod \u00e2 thystiolaeth a safbwyntiau arbenigwyr ynghyd i ddatblygu arferion gorau ar gyfer comisiynau polisi yn y dyfodol.<\/strong><\/p>\n

Mae 'Comisiynau a'u r\u00f4l ym maes polisi cyhoeddus<\/em><\/a>' yn dadansoddi sut i gael sylfaen addas ar gyfer comisiynau polisi, y gwahanol ffyrdd o gasglu tystiolaeth, a sut i reoli gwleidyddiaeth i sicrhau'r effaith orau posibl ar bolis\u00efau.<\/p>\n

Mae'r adroddiad yn defnyddio syniadau arweinwyr comisiynau polisi blaenorol, a gasglwyd mewn trafodaeth gr\u0175p breifat, ac ymchwil academaidd berthnasol.<\/p>\n

Cr\u00ebwyd yr adroddiad i lywio'r Comisiwn ar Gyfiawnder yng Nghymru, sydd wedi'i gadeirio gan yr Arglwydd Thomas o Gwmgiedd, ynghyd \u00e2'r holl gomisiynau polisi yng Nghymru yn y dyfodol.<\/p>\n

Dywedodd Dr Craig Johnson<\/a>, Cydymaith Ymchwil yng Nghanolfan Polisi Cyhoeddus Cymru:<\/strong><\/p>\n

\"Fel modd o ystyried syniadau, cynnig cyngor gan arbenigwyr, a hwyluso cyfaddawdau, mae comisiynau polisi yn rhan annatod o ddemocratiaeth effeithiol.<\/p>\n

\"Fodd bynnag, mae'n hawdd iawn i gomisiynau polisi fod \u00e2 diffyg ffocws, neu fod yn rhy eang, ac i fethu \u00e2 chael effaith ystyrlon ar bolis\u00efau yn y tymor hir.<\/p>\n

\"Mae ein hadroddiad yn dangos pa mor bwysig yw sicrhau bod yr elfennau sylfaenol yn gywir, casglu tystiolaeth mewn modd priodol, a fframio argymhellion i wneud yn si\u0175r nad ydynt yn cael eu rhannu'n ddarnau a'u dehongli'n anghywir.\"<\/p>\n
